Safe & Together - How Is The Project Being Evaluated?

Since 2021 The Child and Woman Abuse Studies Unit (CWASU), London Metropolitan University has been evaluating the work of the S&T London Partnership. Work across this time has included: Pre- and post training feedback surveys, Interviews with the project team - implementation leads, borough leads, Interviews with children's social care professionals, Thematic Action learning sets with children’s social care professionals and analysis of children's social care data.


There have been three reports so far, each presenting findings from the relevant funding period. 

  • Year 1 Green Shoots of Change reported on the first year of implementation, and the shifts in practice S&T was beginning to effect.
  • Year 2 - Beyond Training outlined how through more time and funding, the project had developed a unique implementation model which extends 'beyond training' to embed Safe & Together across CSC practice and move towards systems change.
  • The most recent report, On the Cusp of Systems Change, traces how in Years 3 and 4 the London Partnership Model  (LPM) of Implementation has moved firmly into effecting systems change through a contextual and localised model of Implementation; which acknowledges the different contexts and stages of implementation for each borough.

This funding period we will continue to work with professionals from across the 6 Partnership Boroughs through:

  • Short online interviews
  • Action Learning Sets (ALS) that explore Safe & Together and: 
    • Multi-Agency Safeguarding Hubs (MASH)
    • Family Group Conferences (FGC)
  • Collating reflective case studies to explore the difference Safe & Together may make for both practice and families

Evaluation Reports & Briefing Papers

Through an embedded approach to evaluation, CWASU have supported specific streams of work focussed on reconciling tensions and blockages to implementation, with clear outputs and outcomes of change. Safe & Together has been:

  • Integrated into quality assurance and complaints systems (Briefing Paper: One)
  • Synthesised with systems theory in some boroughs (Briefing Paper: Two)
  • Case management systems have been revised to embed and monitor the Safe & Together principle of pivoting to perpetrators
  • Complaints systems have been fortified to mitigate against the approach being undermined  (Briefing Paper: Three)
